RESOLUTION

 

BE IT RESOLVED THAT the following by-laws be given first and second reading:

 

2019-8394 being a by-law to Repeal b/l 2001-5602and Adopt an Emergency Management Program and Emergency Response Plan

2019-8395 being a by-law to enter into an agreement with Jardine Lloyd Thompson Group Limited and Municipal Insurance Services regarding the City of Timmins' insurance policy

2019-8397 being a by-law to enter into an agreement with Trackless Vehicles and Work Equipment in Courtland Ontario regarding the purchase of a trackless sidewalk tractor

Long Term Financial Plan

 

BE IT RESOLVED THAT Council approves moving ahead with a third party review project for the completion of a long-term financial plan for the City of Timmins.

 

 

 

 

c)

Statement on Equitable Public Access to Ebook

 

WHEREAS the City of Timmins recognizes the important role that libraries play in our community including the early literacy programs that are integral to developing proficient readers and ensuring that children succeed in school; and

 

WHEREAS more and more digital literacy programs run by libraries also help ensure that citizens can contribute to our digital world. Additionally, vulnerable demographic groups, including seniors, low income families, youth, and new Canadians rely on access to libraries as an important tool for their participation in the community – from education to searching for jobs to consuming Canadian cultural materials, and

 

WHEREAS the libraries in our community recognize that library users increasingly seek to access digital publications offered by multinational publishers, and that access to those publications is too often curtailed by prohibitively high licensing fees or else entirely denied to Canadian libraries; in 2018 Timmins had 16,452 circulations of electronic publications, and

 

WHEREAS libraries must be in a position to offer digital publications to their users as part of their service offering to our community, particularly given the contemporary rapid pace of digitization of educational and cultural materials;

 

NOW THEREFORE BE IT RESOLVED THAT the City of Timmins hereby:

  1. Indicates our support for the Canadian Urban Libraries Council in its efforts to increase access to digital publications for library users in the City of Timmins and across Canada; and
  2. Calls on the Federal government to investigate the barriers faced by libraries in acquiring digital publications and the problems that poses for vulnerable demographic groups in Canada; and
  3. Asks the Federal government and our local Member of Parliament to develop a solution that increases access to digital publications across Canada and assists libraries in meeting the cost requirements to acquire digital publications. 

 

 

 

 

d)

Municipal Heritage Committee

 

BE IT RESOLVED THAT Council direct the City Clerk to determine the next steps to create a Municipal Heritage Committee and List.

 

 

 

 

e)

2019-8394-Repeal b/l 2001-5602- Adopt an Emergency Management Program and Emergency Response Plan

 

BE IT RESOLVED THAT BY-LAW 2019-8394 being a by-law to repeal by-law 2001-5602 to adopt an Emergency Management Program and Emergency Response Plan be given third and final reading and be enacted and passed.

2019-8395 - Agreement with Jardine Lloyd Thompson Group Limited and Municipal Insurance Services re: Insurance Policy

 

BE IT RESOLVED THAT BY-LAW 2019-8395 being a by-law to enter into an agreement with Jardine Lloyd Thompson Group Limited as the City of Timmins’ insurance broker and Municipal Insurance Services as the approved sub-broker for a one year contract with the option to renew for subsequent years, with an insurance premium in the amount of $958,847.00 plus HST be given third and final reading and be enacted and passed.

2019-8397 - Agreement with Trackless Vehicles and Work Equipment in Courtland Ontario re: Purchase of a trackless sidewalk tractor

 

BE IT RESOLVED THAT BY-LAW 2019-8397 being a by-law to enter into an agreement with Trackless Vehicles and Work Equipment in Courtland Ontario regarding the single source purchase of a sidewalk tractor in the amount of $134,541.00 plus HST be given third and final reading and be enacted and passed.
